They're more likely to be "not the main character", and in games where everyone except the MC is by definition evil, yeah. But in ensemble games (read: any RPG), they tend to be as likely to be fan-service for the good guys as a hot villainess

It's hard to say. I can think of many examples of each (evil and good characters having large tits). It mostly depends on the creator of the character. Although, the more character with large breasts, the better! =)

Evil is generated in the Hair, not the bosom. Evil women are often big in the loose/full hair department, while your average Ripley or star wars heroine is sporting a crew cut or an elaborate bun. Never is this truer than in Anime.
