No, you can choose to not install it or the game. Alternatively you can register the games on the creators version of Steam- I have deadspace 2, got it on steam, registered it on origin and can play off either without having the other open. So no not all games require steam, many you can find on GOG even, but yes if you are looking to install a game that says "Requires steam to play" you are going to need to, like any other digital service minus GoG.

An xbox is required to play the game, an xbox live account is required to play online or purchase xbox live games.
If you need to update a game you are required to be online, some games require day one updates like New Vegas or they are unplayable.
