Well Two-Face is actually a creepy as fuck villain when you think about it. Half his face is melted off by acid. I think writers are more comfortable using him since Batman turned into a much darker character post-DKR, that and he has a personal connection with Batman. He was famously not included in the 60s show because he was too disturbing.Batfred said:

I'd dig a Penguin storyline though if you take notice of the "Uncle Sam" posters in the trailer at http://arkhamhasmoved.com they've been doctored up to look like Two-Face. I assume he's a major player in the next game, maybe he's the one who busted Joker out?

I'd like to see either Two-Face or Raz'Al'Ghul (hey, it would be a great excuse to hire Liam Nelson for the game).
Mr freeze would be great. Oh and I hope they actually make good boss battles this time. The ones in the first plain sucked. I mean for the last boss you're mostly fighting his damn goons for the whole thing. Ivy was predictable and easy. Killer Croc could have been tense and exciting; but got way too predictable and pretty boring. They could have at least made it harder.

And The Penguin is lame-o. Two Face is next in the pecking order - Joker pushes Batman to his limits, and Two Face should be about bringing a more human (albeit twisted) counter-argument to Batman.
The first game tapped into Batman's history and character a little, but in this game I want to see him break ala The Dark Knight.
I would love it if Arnold Schwarzenegger would play Mr.Freeze, just for his really shitty puns he made in the movie. Penguin or Two-face would be accepted as well

Agreed, the boss fights were B:AA's weakest points with Killer Croc being the worst, that was pathetic. As long as they don't change too much about the basic combat system, maybe make enemies a little more dangerous. Well, more dangerous without being invulnerable to certain things, I hate stun-stick and knife enemies.
