Hopefully, if they go down that route it will be fully realized rather than looking at Batman Begin's closed off island for reference. We'll see.
The main problem here is navigation. AA was great because it made Batman deliberate. He walks slowly by default, he jumps to close ledges and glides, but doesn't swing. There is no playable Batmobile. If you try to amp that up to fit the whole city and you don't want to make it one hour to traverse from end to end, then you'd need a faster Batman, and that would send you into crappy superhero game territory.
Like I said, waiting and seeing, but my official answer is that my villain for the sequel must be Gotham City in the way Arkham Asylum was a character in the first game.

You have me wrong. I never asked for sandbox. I loved the first game for what it was. Free levels within a railroaded plot. Superb! I just didn't want it to be in the asylum again because that had been done. And The Penguin is lame-o. Two Face is next in the pecking order - Joker pushes Batman to his limits, and Two Face should be about bringing a more human (albeit twisted) counter-argument to Batman.
The first game tapped into Batman's history and character a little, but in this game I want to see him break ala The Dark Knight.

OK, I just wasn't sure if by 'the city' you meant the entire city. I have seen the trailer but in all honesty, only today. However, it doesn't really point out what the main plot will be with any certainty and I really believe that there is a dark side to The Penguin that just needs some good writing.
