In my opinion, Jack is the best. She had character development and didn't pander to me. Looking at you, Tali.
Staying loyal to Liara, downloading The Shadow Broker, and getting that scene in your cabin. The look, and reaction, that Liara has is totally worth it. That's what I feel anyway.
Out of those choices, I'm going with Tali. I think she's fun to romance because of the way she acts. Miranda seemed way too bossy for my tastes, and Jack was simply too hardcore for my liking. Tali though, is cute. And I like cute.

I actually don't think any of them are all that strong. Jack's (and Thane's) romances are basically alone in the whole character development angle - the others feel a bit rushed.
FemShep here, and I have to say I enjoyed Thane's arc immensely. It was a close run thing between him and Garrus, though I agree with FenrisDeSolar here about how the final scene was a bit... tame... compared to some of the others. Jacob... I never even bothered with Jacob tbh, he just annoyed me.

mah femshep went Thane. Mah male shep went Miranda. given it all to do over again, I would have avoided romances completely with femshep and stuch with Ashley only on male.

It's a tie between Tali, Thane and Garrus. Christ, Thane and Garrus were heartwrenching and so cute, both at the same time. I voted Tali simply because I enjoyed it most, but it's worth playing a female shepard just to see the romances. The ONLY two romances, because, honestly, fuck Jacob. Except don't fuck Jacob. What I'm trying to say is do, but don't. Because if you do, then you don't.
If you pry too much into Jacob's personal issues during his romance, he dumps you. Let that sink in. He dumps Commander Shepard, hero of the galaxy and paragon of humanity. Commander Shepard spends her lonely nights crying over him, and he just gets right on back to work. Clearly, Jacob is too much of a man for Commander Shepard.
Objectively, his is the best romance because you can actually fail it. Subjectively, he is a handsome, handsome man.

If we are talking just Mass Effect 2 then I have to go with Jack. I find her insanely adorable for some reason, owing to her whole 'tough girl with a tragic past' thing and while it's true that some dialogue moments come across as forced, it was easier to digest then some of the other romances in the same game. If nothing else, I actually felt moved when I watched her romance scene play out.
Garrus would probably be the best for males, as his path was unexpectedly hilarious.
That said, my number one choice has always been and will always be Ashley Williams. She was my girl in all of Mass Effect 1 and it would take more then one crappy scene in Mass Effect 2 to put me off and now I look forward to seeing her again in Mass Effect 3.
