Weapon. You only need armor if your likely to get hit. And your not likely to get hit if the other guy dies in 2 seconds.

I'm so incredibly indecisive when it comes to this.
Hmm, is killing the person who holds both and taking both the weapon and the armor an option?
No it usually isn't...
I'ma have to go with Weapon, because it's better to swing and kill and not give them a chance to strike.

Armor. Somebody could always sneak up on you, and the biggest gun in the world won't help you if you're dead before you can fire.

Turn based RPG: Armour because you can't avoid attacks and need to last long, and I'll need to last long if my weapons don't do that much damage.

Any other game: Well weapons because I can just use my skill to avoid any attacks by dodging on blocking, and stronger weapons will end the entire thing faster.

I personally love armor. It doesn't matter if you can go all freakin Rambo if you can't take 5 steps before you're lying in a puddle of your body fluids.

if it's more of a timing thing, then I generally upgrade health
I mean it really depends on how much more of each
like technically more health means you can land more blows/shots before you die
and more damage means you can deal more damage in less blows/shots but you also die faster
so unless the damage increase outweighs the increase of enemy damage output as you progress
or vice versa with the health and ohaljdaflkjdfakljdsfkajds lol back to homework

Offense is the best defense and all that.

I'd rather take my shot at eliminating the enemy before he eliminates me, rather than taking bullets and trying to keep up doing the same damage he does with a worse weapon.

Without context, I would choose a better weapon using the following reasoning:

1) A dead bad guy can't hurt you; better armor just reduces the punishment I might receive. Hence, a weapon of sufficient quality is better than armor.

2) Offensive technology traditionally outpaces defensive technology. The best suit of armor just makes you harder to kill - it doesn't make it impossible.
