I'm going to present you with two people, both of which you have the opportunity to go out with. I want you to think about the two different types of girls/guys, and click the spoiler below the one you would like to go out with:
The first is someone who you've known since you were a kid. They aren't the better looking one of the two, but they aren't bad looking by a long shot. You feel comfortable around them and they always get along with you, even if they zone out or get a little confused once in a while. They're calm and considerate, and you can be yourself around them.
You've chosen... Fallout 3
The other is someone new. Even now, you can already tell that they're all about fun. They're quite the looker, and it's not hard to see that they try hard to look how they do. They can make you laugh and the two of you always do something exciting when you hang out. They're spontaneous and cheery, but you sometimes feel like you can't be the real you around them.
Fallout 3 was really fun for me, particularly in the early stages of the game because there's are bigger sense of being alone and it focuses more on the survivors scattered everywhere.
They are too different to say that one is "better" than the other. But, having played both games, I can say that I had more fun with Borderlands. The combat mechanics are much more smooth.
maybe it's just because I've been trying to play Demon's Souls, Ratchet and Clank and Borderlands at the same time, but the controls on Borderlands piss me off (keep in mind, if the previous games didn't give it away, I'm playing console side, not pc)... who the hell makes select your main menu... I mean, really?
edit so I'm still on topic: I'd have to say if you have the means to get both, do so, but if you absolutely have to make the choice, I'd go with Borderlands, despite the somewhat off-putting controls.
Fallout 3 is the better game. It will last you much longer, it has a better story, a better world and better characters. It is much deeper and the developers put much more work into it. You aren't restricted by a single class, the quests are better, there are perks and moral choices...
...need I say more? Just trust me, it's the better game. Borderlands may sound better on paper but you will enjoy Fallout 3 more.

I assuming you are having problems with this henceforth I answered the question, so on the 360, it's the back button, which on PS3 is the 'Select' button if it's still called that. If you are being sarcastic, well, sarcasm is hard to interpret over teh interwebz.
I played Fallout 3 for about 2 hours. It was fun at first, but then I got bored with all the scavenging and random encounters with super-high-level enemies, so I stopped playing.
However, I am now well into my 6th hour of Borderlands and it hasn't gotten boring yet, every time I feel as though I'd rather carry on with my 4th play through of Half life 2, there's a new gun or a massive boss-fight and I suddenly remember why it's an awesome game.
It depends how long you want to play it in my opinion.
In the short run Borderlands is better (following playthroughs felt weaker in my opinion along with the fact that the difficulty can get a tad ridiculous later on) however, if you want a long term game then Fallout 3 does have much more to offer just due to it's length and content.
If this is true, then you definitely should get Fallout 3. Because I spent hundreds of hours on the console version. Borderlands is really fun though. So choose whichever one you want.
Fallout 3: Single-player RPG-goodness.
Borderlands: Co-op FPS-goodness, with just a hint of RPG.
Is it okay to burn people that do this? Or at least to slap their hands away from the keyboard?
At any rate, I have spent $150 on FO3 and once my pc is unbricked (thats right guys, I'm still on my Wii) I'm grabbing the PC GOTY edition. I havent played much of borderlands but so far it hasnt wowed me enough to spend an extra hundred, then buy the game a second time. Go get the Fallout 3 GOTY.
Borderlands= Epic co-op with friends with countless guns that all look and function different, special powers to change the game up, endlessly repylable.
Fallout 3= Epic single player game with a great big story and lots of talking and action
