The girl is topless in SC, we just have these things called bras that we normally wear.
Men can take off their shirt, no questions asked, out in public. Parading on their yard, doing any sort of work, or even jogging down the street, and they're more than welcome to do so, and it's perfectly normal. The only odd stares you'd ever get is if you're such a fat bastard and cause people to turn to the side to throw up.
However, even with a bra, it only ever seems acceptable or normal when said girl is wearing a bathing suit of some kind near a supposed pool or beach.
There is just nothing to really show when it comes to man chest. It's not a sexual part of the body. You might have nipple, however small (insignificant), but that does not make it sexual.
