Both it depends on what parts.

Story wise? Frieza Saga by far. Watching Gohan and Krillin struggle against all odds was great. Vegeta being forced to make unlikely alliances and his betrayal to his former master is great.

The final Fight goes to cell tho. Gohan being the hero who wins was so fucking cool. He felt like he had finally become the true protagonist of DBZ instead of the unofficial true protagonist of it. (I think of Gohan as the main char of DBZ more then Goku)
Pretty much this. Overall, Frieza saga had more compelling moments and fun villains. I love the androids, but 16, 17, and 18 hardly felt like villains once Cell showed up.

Frieza isn't the most in-depth character in the world, but his motivations at least have some rationale.
What were those again? I remember every DBZ villain as being muahaha kill everything muahaha.
In his case, he was on Namek to find the Dragon Balls and wish for immortality. The heroes were trying to stop him, since he wanted to rule over the galaxy with an iron fist. Of course, once he lost his shot at that, he just wanted to crush everyone who had prevented him from achieving his goal.

Anyway, I haven't seen the non-TFS version of the show in over 15 years, so I'm not really sure which one is my favorite.

Some fan you turned out to be - it's spelt "Frieza."

@Hawki 'Frieza' is the dub misspelling the name. It's actually just Freeza.
At least no one is calling him Freezer ❄️💦

On topic, I like both sagas equally, I suppose? Both have their strengths and weaknesses to some degree.

Cell saga, for me. Well, android saga, to be precise.

Toriyama is a good egg, and he deserves all the reputation he's earned over the years. However, I'd never been fond of how black and white his world was. All the characters were either purely good or laughably evil, and the only characters allowed to have an arc of any sort (like Piccolo or to a lesser extent Tien) where they go from evil to good tended to fall out of focus shortly afterward.

Then the androids hit the scene, being all chaotic neutral. I loved that entire arc so much that, to this day, 16,17, and 18 are my favorite characters in the entire show. They were just so different from everything else in the DB world at the time.

removing the androids from the equation, though, I'd still pick Cell's saga. I like Freeza more as a character, but his arc itself was a bit overly long. Cell's saga was better paced, and I enjoyed the light horror elements of its first half.

I don't think that's really true at all. I would have a hard time calling Roshi, Bulma, or Oolong "purely good." Roshi is the type of guy who would feel up girls on buses and he never really changed from that, Bulma has always been a selfish shrew, and Oolong was going to molest Bulma after knocking her out with sleeping drugs. Heck, even Yamcha started out as a highwayman, and Kuririn wasn't exactly a boyscout to start with either.
