It did for me! And then some. Not only did it fix the terrible frame-rate issues but it improved them!

I never had any issues with frame rate to begin with. I am not sure should I vote or not? Did you mean did 1.04 fix frame rate or other bugs?

I don't know if the few bugs I've ran into have been fixed though. I just this week started a new game after not playing for some time. In my previous play I had a bug in Markarth with the The Forsworn Conspiracy quest, damn guards had no interest in arresting me... That was the biggest issue I had then. But so far in my new game Lydia has not been haunting me and dead bodies have been adequately cleaned up! Skyrim cleaning services have been paid this time around.

Yea.
I didn't vote but (I've been waiting to see if the issues get fixed before buying so) I'm very curious about the results.
The poll should indicate if the voter had problems to begin with.

Because there are people who have the game crash on them a lot and there are people who have not had any problems...except a few funny glitches...and a framerate problem in a particular city... Oh, and it froze up on them a few times.
Who knows, there might be people who played through the game normally and really didn't have any problems whatsoever.

Wahey! Chicken snitches are gone! I was able to kill a chicken without getting a bounty. I was also able to kill a guard with the same results. Not sure if that was OK before the patch. I just remember that in Oblivion, no matter what, you got a bounty for killing a guard. Even if you were practically invisible and nobody witnessed the event...
