Personally I thought it was an engaging, enjoyable game. Was it the greatest game of all time? Certainly not, but what it is is an incredibly fun FPS with a mystery twist added to the series' formula.
Yes. The ODST is a regular soldier, and as such, he wouldn't be able to customize his armor to his liking, like the Spartans can.
