There's a couple of reasons why restarting a game is fun:

Different choices made in the story which alter it.
Choosing a different class or playstyle.
Some games have a randomized aspect to it, no playthrough is the same.
The game is so good you want to experience it again.
Restarting your character because you fucked it up somehow.
Missed achievements/secret stuff.
To add to that list,
Playing again because the game has a big but gradual learning curve and you want to re-experience it as an expert who knows all of the tricks. That's basically what prompted me to replay Desperadoes: Wanted Dead or Alive this weekend.

No one has fully played Secret of Mana 2 (Seiken Densetsu 3) until they've played it at least 3 times.

Good games yes, shit games no.

Skyrim is boring. It's a boring, soulless peice of fluff with far more dull moments than exciting ones. Almost nothing you find in terms of items, areas or people is worth the effort or remotely interesting most of the time.

Whereas The Witcher 2 is absolutely choca block full of depth and wonder. You simply have to replay it to discover it all.

Discovery is the main thing, and if there's nowt worth discovering then there's no reason to replay.
