It is viewed from the first person. You shoot things. It is thus a first person shooter. Granted, most first person shooter developers tend not to realize that you don't have to shoot bullets or highly destructive lasers, but just because Valve has more imagination than a Vulcan doesn't mean their work is any less first person-y or shooter-y.

First person? Check.
You shoot something? Check.

Yup, FPS. But also a puzzle game.

But why does it matter to begin with?

I'd call it a platformer, it might be first person but you don't really shoot anything directly(thinking in the sense of implanting bullet A into enemy skull B).

If it looks like a duck, sounds like a duck and smells like a duck it's probably a duck.

The game controls are almost identical to Half Life 2 (for obvious reasons) which to me speaks to the fact that it can easily be classified as an FPS.

The scarcity of enemies and lack of multiple weapons doesn't make it any less of an FPS in my book.

It's a First Person Puzzle game (FPP) if anything but what it is, is genre defying as more and more forms of media are. In my opinion there isn't really such a thing as genre and media nowdays is best described in the themes present in it rather than trying to arrange everything hecticly into one ill fitting term.

But a FPS is always related to real guns. And what you are maneuvering in Portal is not a gun per se, it's a tool... that shoots stuff... but not a gun.

Well Metroid Prime is an FPA (first person adventure) and that has waaay more shooting than portal so I classify portal as an FPA.

I call it a First Person Puzzle game. There isn't much about the game that genre does or does not cover.

It's a Puzzle FPS, I'd say. Taking puzzle out of the genre description implies that it is more akin to Call of Duty than, say, Zelda.
