For the sake of knowing what you're getting (y'know why we have genres) no it's a puzzle game, the emphasis is on puzzle solving, you don't by it because of any first person shooting
I classify it as a puzzle game. The first person view do not apply to the genre in this case. If you want it to count for something I am will not argue if you want to call it a First Person Adventure or a First Person Puzzle game. The thing with "you shoot portals" is stretching it and really is hurting the spirit of a true FPS.
Portal is more of a puzzle game in first person. It just wouldn't have the same effect if it were in third-person. And the only thing you really "shoot" are portals, so you aren't really hurting anything with bullets. So, no I do not believe that Portal is an FPS.
Besides traditional FPS's have more of a "shoot first and think later" mentality. Where in Portal it's the exact opposite.
Like other people above have said, shooting portals from a gun can technically make Portal an FPS, so I'd say yes. But you could also call it a First Person Adventure, or a First Person Puzzle/Platformer.
