I love reading video game manual. Bigger is better. The Oblivion and Halo Wars manuals are the best.

Well, almost never. But I checked the manual for Okamiden to see all the beautiful art work. Doing stuff like that would make me check it more often.

I do usually read the manual unless its a 5 page instructions-only thing. Fewer games these days are coming with anything substantial though.

Back in ye olden days when they were good, sure. Nowadays I rarely bother since the vast majority are just a couple instructions better told in-game on a spare piece of tissue paper whoever packaged the game had laying around.
Oh, God, yes. Baldur's Gate's manual had footnotes from Elminster, and was written by some other in-universe character, Sacrifice's is written alternately by Zyzyx and each of the five gods. They're not just instructions, they're generally interesting reads in those cases- particularly Baldur's Gate, which has footnotes on the major towns, where you can buy and sell rarer items, etc.

If something keeps me from playing the game but I am not occupied by anything (eg. car trip home, going to bed) I read the manual. I will also read it if I seem to be missing some piece of information that keeps me from progressing or makes the game harder than I suspect it should be (such as a technique/mechanic that was not explained/poorly explained).
