I do skip them in the following situations.. Repeat playthroughs, If I've had to reload an old save, the dialogue is god awful, if its boring me to tears, If I don't care the slightest about the story... really, sometimes I feel like saying 'hurry it up and get out of my way I just want to kill shit, I don't care about you or your peoples issues.. just point me in the direction of what you want killed, thanks' (why is that never a dialogue option in an RPG?). Other than that I will definitely watch them, don't want to miss something important.
As for your friend, he's not an emotionless husk.. he just obviously doesn't care about the story or characters, which is fine, even for an RPG like Dragon Age, some people just play it for the tactical combat, more so the first one, which on higher difficulties is quite a blast to play, and you might want to get through the boring stuff to get to the real test of skill. That being said I would never suggest he try to play one just for the gameplay, he would be missing half the game.
