Yes. Yes they are. For the 5 millionth time.

I can think of no other good example other than okami, it's bright, colorful, well drawn, and good as a game to boot.

Fantastic game. very pretty indeed. Hated the talky bits though.

Technically, anything made by man can be considered as art.
Some are "better" art than others, although there is no definite way to say any art is "better" with a sense of definite resolution.
Some of the most artistic games to me are Okami, No More Heroes, Viewtiful Joe and the like.
