Yes, the more options it has in terms of languages, the better.

I was always amazed at games like AC including several languages on the disc, and I am always grateful for games that allow subtitles in languages that are not the ones being voiced. Assassins Creed 2 is a great game to play in Italian with English subtitles...

I learned a lot of English from games and movies, as such I have no problem with subtitles; while I consider them the minimum, I find them perfectly acceptable if that is the only option. What is more, I don't like to play games in my native language. Localization of Spanish is made mostly in Europe, and their version of the language is very different than ours (think British and American English). I understand it, but it is very distracting.

I don't buy into the excuse some Japanese publishers (SEGA, looking at you) use to say they won't port games to other languages, because the cost of localization is too high. This is based on the idea that localization has to be "all or nothing", fully voiced by professional actors or nothing at all. That is not true, as many fans of Japanese games are willing to play the game in the original language if available. Also, having been involved in the localization project of a product, I know it is not easy or short, but if the engine is built with ease of localization in mind, the process can be reduced drastically (we are talking months to days, or even hours here).

Most of the time I think its being lazy and Cheap but there are some exceptions. Like Project X zone for 3DS which they probably went through hell just getting the licenses for that game.
