Pretty sure a Fallout set in New York would generate loads of post-9/11 rage so outside the US is pretty much the best place for Fallout to go.

Canada, England or China are the three best choices for that in my opinion.

Eh Trafford center would be OK, Manchester town center would be sweet though. Imagine The Arndale infested with ghouls and having to escape down market street and up the broke escalator to The food court only to be mauled by the deathclaws that live in what used to be Burger King..
That would be awesome! But I was thinking the Trafford Centre would be more Super Mutant territory

During the Cold War there were several shelters built which could have withstood a nuclear attack, I agree with the OP what's to say they wouldn't have had these in the parallel Fallout world as it follows our history up until it branches off.

you need a huge wasteland to explore, so set it in the countryside so you can wander from village to village some inhabited some not

OT: I would love to see it, but it's not gonna happen. It would work, however, it would be a huge change in style and a lot of dedicated fanboys will cry.

Um yeah, we tested a huge amount of nukes, just as much as the americans and the goverments and other organisations built nuke shelters so people would survive and yes the music would still be awful.

I believe that it would be amazing for the fact Britain has lots of old housing, i would love to see bath destroyed

You can't just magically change the Fallout history (atleast not without a bunch of complaints).
The wiki for the game states that the vaults were a social experiment that was ONLY located in the United States.

If memory serves, there was at least one vault like structure in the UK during World War II, so I'd say it's a go. I've been curious on how the rest of the world fares after the bombs dropped.

It might work but since England's gun laws mare far more strict as opposed to american laws, most of the combat would be the rather unpleasent melee combat. But still it might work.

I've thought that as well! I also thought it would make a god survival horror game. Or the interior of the Trafford Centre would make a good Dead Rising type game :)

This. The world of Fallout isn't suited for England. FO is American, set in America and deals entirely on what America does. Super Mutants? Created by Americans. Scorpians? Not in Britain. Mutated Rats? Already exist. Leaves us with ghouls. Not to mention we don't have guns in our population's hands.
