With the shit storm that was going on in all other places in the worlds, I doubt it. Also Vaults were never originaly going to be used. You did also realized that before the great war their was the RESOURCE WARS. Started because the world was losing a lot of resources. Part of it was the European-Middle East war where they blew them selves up and their was basicaly nothing left.
