Personally I like Caesar's Legion the best, so long as Caesar himself stays in charge.
Caesar seems to be the only person who appreciates the enormity of what happened (global thermonuclear war), and has a solid, workable plan to reform the wastes. I think Mr. House, the NCR, and others with the same attitude are deluding themselves thinking the old world can be rebuilt.
I also really enjoyed the quasi-roman styling of the Legion. It was a nice change of pace from the other factions. Caesar himself seems to be an honorable man, who really believes he is doing the right thing.
I also came to admire the "lottery" scene in Nipton. Walking into that town in the middle of the night, looking at piles of burning bodies, and the street lined with crucified people, I was horrified. After Vulpes Inculta explained what happened, and I investigated the town hall, the scene made a kind of twisted sense.
The Legion are extreme in their beliefs, ruthless in war and peace, and have a large number of truly fanatical people in their ranks. However, they are led by a man with a true vision, who has managed to unite many tribal groups into an effective force, and has given them all a common purpose.
You may not like the Legion, but that kind of power is worthy of respect.
