Russia is part of both, given that Europe's borders are weird. Most of it is in Asia though. What you vote will probably depend on where you live in Russia.

Besides you need foreigners to have an empire. In fact, technically, you need India back since that was the basis for the claim to an imperial title for the monarch and thus an empire. And yeah, that's not happening lol
