Always online mode as a DRM and/or DLC scheme is a very plausible explanation.
Could also be laziness/lack of time and it could be a bit of everything.
What it's NOT is a reason to treat the dev with kid gloves.

Only reason I was interested in Elite: Dangerous was because it was going to have an offline mode. Now that it doesn't I have no interest in it whatsoever. Everyone who donated who planned on playing it mainly for offline should have their money refunded.
