If you read the manga, you'll learn that the sexualized Major from SAC is actually the original Major - and the only Major, since the movie takes a slice of the manga and turned it into the movie.
IF you'd read the manga, you'd know that the Major and her friends run a lesbian porn site in their spare time. No, I'm not kidding - this is cannon. The Major poses for lesbian porn when she isn't out shooting criminals. Or, you know, arresting them without shooting them.
So basically, if the movie had been about ten minutes longer, it would have probably contained the Major getting her freak on with someone.
Oh, I should probably add, I'm talking about the uncensored Japanese manga, not the censored American version. In that, they cut the porn site scene and the Batou claims that he was getting "seasick" from getting a brainful of the Major's current activity, rather than the nosebleed he actually got from accidentally tuning in on the Major having sex.

Edit: To be clear, the reason she's not oversexed in the movie is because, during the 30-40 manga pages they used to make the movie, the Major didn't actually have sex or act particularly sexy. So the movie major is STILL oversexed - she just didn't actively act like it during that particular scene. Mostly because she was distracted by what was going on in her brain.
