Whichever gives you the best value, if you like that style of game GTA V is more than good enough to be worth a purchase. Its a good game, just don't expect the whole "eleven out of ten greatest game EVAR! the Jesus of all games!" hype that surrounded it at launch. The platform upgrade should sort out the graphical ugliness like the pixelated faces outside the cutscenes if the character was more than six in game feet away and the world item pop in (how many times thats killed me in a plane after a Cactus or something appeared from nowhere, FFFUUUUU! ), the gameplay is good and again if you like this style of game you should find no cause for complaint. Its all solid and one of the best examples of its kind, the world is also big and there is a lot of things to do. The story and characters are pretty subjective but its functional enough, the three main characters do have some pretty amusing interaction though.
But
Rockstar have a bad track record with PC ports, we all know how GTA 4 turned out and if its anywhere near as bad as that it would be frustrating indeed for a lot of people. Its a risk you will have to consider, there is a good chance it will be a better port this time around however. Unlike GTA 4 where they ported it from Power PC architecture to X86-64 just for the PC release they are making it for the current gen consoles as well so they shouldn't be as sloppy as they where last time, the current gen console and PC release isn't just a simple port either as they did a complete visual overhaul with all the additional effects, new textures and engine optimisations. I will probably wait myself. I already played the Eggbox 360 version so I'm not that eager and can wait for the reviews and/or fixes, I am excited about seeing what the modders can do to this game though.
