How can you ever..ever.. make a RPG of halo? The characters in it just have as much depth as a story about an empty dvd box of das boot in the desert. Made much sence...? Guess not, but that is only to enforce what I said about making it an RPG. (... let the sh!t storm begin :p)
actually there are a ton of characters that aren't in the actual fps games, maybe in reach when it comes out with lots more depth, but in the books there is a ton more than you might think.

if they did it somewhat like mass effect 2 it might work, go on lots of missions with 3-4 spartans of your choosing of their strengths and building your own character/armor set.

I think it would be good if they made a Halo game where you could level up. And another good thing would be if you could play just a normal marine not some ODST which are just like Spartans but without the cool Armour.

I do support big capitalistic corporations, but not when they think I am stupid.

It'd be cool when you think about it but when you think about it more it really really wouldnt work
A UNSC Agent, shortly after Reach, is given carte blanche to get intel on the Covenant. Taking a small group of specialists, they go to Reach, where they have to evade the Covenant, either by stealth, misdirection or by killing everything that sees them. Meanwhile, they have to discover the Covenant's plans.

A Marine (Trooper, Sniper or Heavy weapons Guy) is seperated from thier platoon during the battle of New Mombasa. They are left in a massive open world where they have to learn to survive until they can call for help. The game focusses on building traps, foraging the ruins and trying to contact the UNSC while avoiding the Covenant (I call this ODST2 - The Bettering)

Fuck it, gimme a pen and paper Halo RPG and I'll make beautiful things with it - miles better than the Starship Troopers RPG!
