Though the weapons and tech we use have changed the concept of war has not.

War will never change. The stick with sharp stone may have given way to the gun, but the method behind it is still the same.

The answer really depends on whether we're arguing over war as a concept, or more specifically than that. War, as an armed conflict, is still the same. However, the way it has fought has changed dramatically.Frozen Donkey Wheel2 said:
War used to a game of chess, with most of the infantry somewhat poorly trained, and none of them having much of a concept of tactics. It was essentially an engagement between generals.
Now it is much more about the individual soldier and squad. Not as much about battles where ten thousand people die in an hour, but a week long struggle for a city. It's also not a seasonal thing as it was in the past, where every campaigning season the armies would march. Now, when it starts, it continues for years without stop.
First we'd hit people with clubs. Then we'd hit people with swords. Now we hit people with bullets and bombs.
The core of war has not changed. That is why it is still war. It's a selfish act, full of violence and chaos that does more damage than good, and changes the course of history, however its face, its reasons, its methods, and its appearance have all changed. It's no longer about the issues that caused past battles. It's no longer fought the same way. It's no longer primarily country to country. It's no longer constrained by the same rules.

War used to be for the sake of conquering a lesser people and making a glorious empire that would stand the test of time. Now borders are drawn and we pretend to be civil about it from within the U.N. War is no longer for land or glory. It's all politics. You want something done? Bomb a country, throw the first punch, and eventually win. The ends do justify the means in this kind of warfare, from the desk of a fancy office.
It hasn't changed, its been around for millenia and we still recognize it as the same thing and call it the same name. Wheels started out as round rocks or peices of wood, todays wheels are made of plastic or alloys, but they are still wheels, they roll, the way we fight war is different, but until humans have been completley removed from the equation it still the same thing.
It's appearance has changed. Different weapons and such.

Until wars defination changes from Reall life deatmatch to Nuclear tennis, war will not change.
