Both are correct, but obviously in different ways. "War has never changed" is correct in that humans have always fought, and will always fight. Whether we are fighting each other, or for simply survival. "War has changed" is correct in that the way we fight has changed. Instead of spears and shields we now use Assault Rifles and Kevlar Vests.

Tools of war have changed, some aspects of war have changed. But the core mechanics remain the same. Killing others because our leaders aren't smart enough to realize once and for all that war is in the end completely pointless. Everyone dies anyway so why not live in piece for fuck sake!

Unless you are talking about technology, advancements and the obvious stuff.

But no if you are talking about the motives and reasons for going to war, and the outcomes of war.

I can say that war has changed and hasn't from both points of view:

The obvious reason like so many others that war has changed is because of the upgrades in technology and weaponry.

In the past,armies tended to stay in a line and shoot themselves with muskets and wait God knows how many awful seconds/minutes to reload.Now everything is automatic/robotized(spelling?) and the solution to end a war the fastest way possible is by bombing every "threat" posed by the opposing force.

War hasn't changed even with all the evolution that humanity has gone through until today,but it's core ideas remain the same as "C95J" said.

No, it hasn't changed, my great grandpa was in WWII, my uncle was in Vietnam, and soon I'll be in afganistan, we are all doing the same thing, for the same thing. In my eyes, veterans are heros. War is not something that is going to die, we will always fight, for wrong or right, and when the call comes you must answer it.

War changes over the years as technology advances. 1000 years ago, we fought our battles with suits of armor and swords. Today, we fight it with unmanned aerial vehicles that can deliver an explosive payload within 3 meters of its intended target. But, it has not changed in the sense that we still fight to make sure the other side dies before we do.

Bullshit. Governments may point at who to shoot, but none of todays politicians would last a second on the battlefield.

The phrase "war never changes" isn't really talking about war; it's referring to human nature, which makes the cycle of war inevitably continue, despite the pointless destruction and hell on earth that we all know it creates. In this way, and many other important ways, it's entirely true that war never changes.

A completely literal reading of the phrase will indeed show you that war has changed in substantial ways. That phrase doesn't start all of the Fallout games for you to read it literally, though.

Nope. Hasn't changed at all. Of course the tactics and the technology makes it seem like a change (at least to the less perceptive) but the motives for war and what is achieves has never changed.

In regards to the quote from Fallout, I think you are taking it a little out of context. The Fallout quote is presenting a "war is in man's nature" view. Kind of saying "so long is there is man, there is war".
