This is too hard a choice, so I'm not voting.
In general, the Elder Scrolls has better lore and backstory. Not that Fallout's is bad, but it isn't as comprehensive as the Elder Scrolls'.
After Oblivion, though, I lost faith in the Elder Scrolls for a while. Fallout 3 was a big redemptive entry for Bethesda, in part because the combat was so much better than in Oblivion and Morrowind.
But Skyrim's basic gameplay was so much better than Oblivion's. For now, it's a toss up, but I'm still very excited about Fallout 4.
