I think as a rule, if you want to introduce a cliff-hanger, you should try to end previously established plots/threads/story-lines.
Its the one reason I dislike lost mid way thru the 2nd season. For every 50 cliff hangers they added at the end of an episode, they closed 1. (hyperbole -- I know.. but it felt ridiculous)

As long as they will be another season (preferable not so long), than I'm fine with cliffhangers. The worse thing is for the end of the season to have a cliffhanger and then you hear that series has been cancelled.
I hate having the whole "what happen next?" linger in my mind unless you read some fanfic or come up with your own theory.

If it's between episodes within one series then I'm fine with them, otherwise it's generally a dislike. A story should be able to stand up on it's own without prequels or sequels and some sort of closure is good. LOTR: Twin Towers has a very good ending which isn't a cliff hanger but at the same time sets the scene for the next movie. Ending with unanswered questions, enemies to defeat etc is good, ending with the hero hanging onto a cliff is bad.

If a sequel is confirmed and certain, then sure, go ahead. I'd prefer not, but if it needs to be done, then alright.
If it's something in the first of the series and we've got no idea if there'll be another? You can fuck right off.

Well I have been looking for closure on both of my favourite series for 8 and 5 years respectively. How do you think i feel?

I hate cliffhangers, but an even greater sin than the cliffhanger is when they end on one and then fail to actually produce anything to resolve it. ~cough~ HL2:EP3 ~cough~

Really though, they are the narrative equivalent of dangling food in front of a hungry puppy. The biggest problem is that a cliffhanger absolutely robs the viewer / player of any well-deserved closure at the end of an experience. I know the Witcher 2 was mentioned somewhere up there and that ending pissed me right off because it left the game feeling profoundly unfinished in my opinion. A transient feeling of accomplishment, but nothing was resolved.
