Stealing, I can understand, because you could argue that it doesn't really hurt anyone. Nor does streaking; some people might squirm, but it wouldn't have a lasting impact on them.
I guess it depends on the person and how much alcohol you drink, but most people I know retain at least some sense when they're drunk. I was drunk about a week ago at a party, and I'd been flirting with girls and asking them for sex, but when they knocked me back, I didn't try to rape them or anything.
