Personally I would take over the government but let them continue theyre lives. Overal be the new leader and "deal" with any people who oppose me. If the population hates me then back to plan A.

This is an everyday occurrence in rome total war.

The solution is simple: Enslave everyone at first, but late in the game in the far-flung corners of the map, simple extermination is the only way to buy yourself enough time to not get obliterated by rebellions.

It would seem the logical course of action would be to let the city continue the way it was, only under my rule, with my laws imposed. I would try to act justly and get the people to respect me as a ruler, but any insurrection would be swiftly destroyed.
