Aeris only really went after Cloud because he reminded her of Zack. Tifa actually knew him and cared for him for who he was underneath all the bs.
This happens at the end of disc 2 start of disc three. Where Cloud and Tifa are sitting together on the bluff with the Highwind airship behind them. They assume everyone has taken off and it will just be them against Sephiroth. The screen fades to black and when you once again return to the Highwind bridge everyone tells you that they saw Tifa and Cloud, then Tifa runs to the front of the window and tries to hide her embarassment. The degree of her reaction is depending on how many affection points with Tifa you have at this point. It has been a long time since I played FF7 (I actually installed it last night to replay it in preparation for the remake) so I am having a hard time remembering much. All I can say for sure is not Yuffie, she is annoying.
But probably Tifa. The preexisting friendship is a big plus for me, and the cute tomboy is more my type than the feminine beauty.
