Not necessarily. First, adoption is hard. A lot of people want to adopt who don't get to. One of the reasons so many people don't adopt is that it's just too hard to do, when it's comparatively easier to "make your own" as most people can. Yes, there is a lot of unadopted kids right now (despite the fact that there is also a lot of people who want to adopt and don't get to.
