CoD 4 just had one of the best campaigns, with an actually decent story, that I'd ever played, and a damn fun multiplayer that didn't have all the frustrations of MW2, so that gets my vote.
CoD4. If you don't have it, go get it. It's MW2 with 90% less bullshit. It takes skill, and it's tactical. The only annoying things are:
noob tubers (less frequent than MW2)
M16 is overpowered (and everyone uses it)
Martyrdom (Eventually you just learn not to walk near bodies)
Call of Duty 2. It's a modders best friend and alot easier to customise, work with etc then CoD1, CoD4 and CoD:MW2..... well no Dedicated Servers so its a Modders enemy.
This is an easy pick for me. World at War, it has somethings the Modern Warfare series is missing, dismemberment and Zombies! Can't beat that honestly.
CoD 4 was the best, and after it were just attempts to copy it and make it sell more... Which worked as cash cows, but they'll never make one as good as CoD 4 again.
I'd list out why it's so much better, but if you have MW2 (And everyone of you does) chances are you have CoD 4. Just play it again, tell me it isn't better.
CoD4 cause the game was mainly about skill and with some additional perks to make things interesting, CoD6 is a perk fest. They got rid of nade spamming and replaced it with worse things like AC130s and harriers. I'd also say CoD2 was really good, probably better than CoD4 but once you've used an M4, its hard to go back to the M1 grand.
