Yes they look a bit alike...different noses.

Vince Vaughn's mouth and nose are smaller than Frank West's and they have different color eyes. Could Vince look like Frank with make up and contacts? Yes. Does he look like him naturally? Not to me.

Frank has more prominent cheek bones, a longer chin, wider nose, darker hair, a narrower eye socket...
