Depends on the person. I know some gamers (mostly girls) who don't like them because, as you say, they can be tattered etc. So it would be a bad present for him/her.

EDIT: As others say, it's the thought that counts, including 'knowing' the person.

Yeah, why not? Not everyone's got a vast amount of money to spend, and in my group of friends we tend just to buy each other a drink at the pub on the evening. :p

If the game's in working order, who cares whether it's new or not?

It would actually make me feel better knowing a friend didn't have to spend as much for the same product, assuming it worked just fine of course.

Long as the game actually works and your not buying them something that you yourself wouldn't play like a bottom of the bargain bin five dollar game.

A game is a game, pre owned or not. As long as it doesnt look like its been mauled it should be fine.

How can he get his money back and get something he "likes" if the game costs 20% of a full game?

Friends seem to give each other their old or underused clothes and other such stuff, so games? That's fine.

But while you can say it's a GIFT, you don't do that for an actual present for someone's Christmas or Birthday or something.

Depends on the birthday boy ( or girl ) For me the case and other content is as important to keep nice and clean and unscratched as possible. So if it was say a game that was sold used and new and they got a beat up used copy (since they didn't have better conditioned used copies ) I'd fill a little slighted,but if it's a rare gem used game with no current new copies and/or I've been wishing I was able to get it I'd wonderfully thankful.

I have some times asked for a pre-owned version of the game for presents. I would give one as long as it has been lightly or gently owned. I think it is fine. If the box or cover looks like a dog ate it and shit all over it, then I would find a better copy or buy it new.

It depends, but in general no, it's not okay. Unless you're really strapped for cash or you can't buy a particular game new, giving a pre-owned game as a gift shows that you don't care about them enough to shell out the few extra bucks for a brand new copy.

Yes it's OK. Some people are too fucking un-grateful these days.

If the games works, there's no problem with it being pre-owned, least he got him something.

Since people are given new things as gifts for the most part, if you got a game and you wanted let's say Skyrim and you were given Oblivion instead but you really wanted Skyrim and you take it back to trade in for Skyrim oh look it forces you to fork over an extra 40 bucks.

In my case and those I know, a cheap game would have already either been played or wouldn't of been our preference in the first place. I don't think it's greedy or selfish to have that sentiment.
