To be fair, if superman didn't have his pants outside his trousers then he would just be wearing a blue spandex suit. THAT would look retarded.

Cool superheroes dress themselves up correctly.

Batman doesn't really count, in movies he's using a normal looking armor. WITHOUT panties. Outside.

Actually, these days he isn't all powerful and quite a few average superheroes are as powerful, if not more so. Something to do with 'mental blocks' he placed after he realised just how powerful he was.

They actually began drawing them that way so it wouldn't have to be form fitting around the crotch.
The costumes in world are supposed to make the character be remembered in the public eye. In the advertising sense it's so the cover will catch the eye of the readers. (Nowadays they just use giant boobs instead.)

It's silly. However, most superhero costumes are. The only ones that look cool IMO are the X-Men costumes (only from the films and the cartoon X-Men: Evolution), and Spiderman. Otherwise, superhero costumes in general are retarded...
