There's the fact that many places aren't equipped or ready for snow. Your comment therefore doesn't make sense. Why should a country that has little or never has snow, with possibly no snow plows, chains for the tires, de-icing material, and etc be expected to handle the snow without a care in the world? Most drivers are morons, now you give them snow which many of them possibly haven't driven in before and causes major accidents. It's been snowing for weeks in here and I still cycle to the university.
I do understand why it is like that in other countries and I don't seriously expect things to go that smoothly everywhere. But if it's snowed only a few inches or so, it just seems like such an over-reaction to shut down everything. Seriously, if you lived in Snow all your life and suddenly started seeing mass hysteria about a sudden heat wave that your country has never experienced before, and start to wonder why people are dropping dead because of the massive change in their weather life that they're unprepared for, then that'd be the equivalent.
To sum up: Don't expect countries that have little experience with something to know how to properly handle it, especially the civilian sector, and then try and pass off elitest comments about how easy it is for you. It just doesn't work.
