he's evil. his motivation is always entirely selfish, which is the definition of evil. that's not to say he never does good things, but he's always looking out for his own interests and no one else's. someone can be evil and never do something that people consider to be evil. it's all about motives.

Lex Luthor is evil. Quite possibly, in my eyes, one of the most pure selfishly evil characters in the DCU.

and i would certainly call him evil by my own moral standards
but morality is subjective. And if he believes that he is just (which is questionable, and we must ignore the fact he's fictional) then who are we to say that he isnt?
