Honestly, while the mechanical conventions of the game are generally the same (The way armor is handled is changed, which does actually have a significant impact. No more using a pea shooter to plink away at something wearing a tank for armor. Beyond that however it is more or less mechanically the same), the tone, environmental design, faction arrangement, and even the options available for solving a particular problem are closer to Fallout 2 than I would have dared hope.
