By definition it can't be. Lying is telling someone something that isn't true. Omission is neglecting to tell somone something at all. That said, if you know it would be important to someone, it is almost as bad as lying.
Yes omission is lying you know there is a thing called lying by omission. If you know something and someone asks you a question about it and you do not tell the full truth that you believe is the full truth to your knowledge you would be lying. EG. Some person asks me what time and where the train is. I know both answers with 100% certainty but my answer is because I do not like said person Around the corner although I can't remember what time. Since you have choosen to omit part of what you know to be the truth it is a lie. Although if the question was never asked then the omission of both answer is not a lie as no question was raised.
