It shouldn't be necessary.
But this co-worker of yours certainly has reasons to think its should be.

Perhaps your community has a lot of racists and bigots and wanted to make sure. Playing it safe?

Here in South Africa where everything is mixed and matched, except in a few areas that will be almost solely one race, most people wouldn't be publicly racist. But the older generation certainly are when they think it is safe to talk. It is bloody annoying, anyone over 30 here is almost guaranteed to be racist :( But my generation, having all grown up out of apartheid around other races, is very chilled about it. I have friends from almost every racial group that makes a blip on the radar here in South Africa, and it is awesome, so it annoys me to no end listening to my parent's slurs :(

To actually answer the question, I think that asking it shouldn't be necessary, but unfortunately it is with the older generations, and a select few of the younger ones (they have no excuse, they piss me off these few.)
