They had jetpacks which took a while to recharge in Giants: Citizens Kabuto, which were more like jump packs, I guess...flight is limited to a few seconds, before you have to wait a while longer before it's fully recharged.

It's very handy, and has implications for level design, but can be infuriating trying to reach the top of a hill that's just barely within your grasp.

But, proper flight would be game breaking...though SAM turrets in that game were nasty, instant kills or thereabouts (though you could use decoy flares), but only if you were above a certain height.

YES only to certain games, but things like dark void......uhuhuh gives jetpacks a bad name, zero gravity is fun too....

That would be bad, though. How could you eat the pineapples if they were powering the jetpack?
Answering the question, yes, jetpacks do make everything better.
