That makes no sense at all.
First of all, a hundred things would set off the bomb then. He'd only need to get excited, do something physical, etc. Also, all bombs can be defused. But let's go with the assumption that this one cannot be - which according to the "pulse goes too high" rule means that the bomb will go off anyway pretty soon.
That scenario just isn't logical. Here's one that works a bit better for your purposes:
The premise is the same as in your scenario, but... Before you got a gun and begun to pursue the guy, he had managed to poison you with something that kills you slowly but surely. He also leaves a controller to the bomb nearby, while fleeing the other way.
You now have two options, corner the guy (we assume that he's slowed by something, perhaps a wound in the leg, so you know you'll be able to catch him easily) or stay and defuse the bomb (which will be easy but take too long to make it possible to catch the guy afterwards).
And because you are going to die soon, this is the only chance you get to confront him. You are also the only one who knows what he did, meaning he'll get away free for sure if you don't stop him.
