OT: Water, with earth/air tied for second. I mean, water can be steam and ice as well, so it can have similar effects to air and earth if you need it to, so it has a tonne of versatility, but it also has good qualities like bringing rain to drought areas, or holding back floods, or speed-swimming (and I guess you could Silver-surfer it with an ice-board/platform). And of course, if you are ever thirsty just pull some water out of the air (even if you are in the desert, there would be water deep underground, or sparsely in the air, but you could just draw it in from a larger distance to make up the difference). Also, water is stronger than air, in that it is more viscous, so if you need shelter from the sun or something you could just use the water to make a mud dome, then freeze it in place, whereas air would need to be much more violent to get the same amount of cover and it would have to be maintained. Also, water can be heated and cooled using water-bending, so the benefits of fire are redundant.
So yeah, water, for versatility and practicality.
