If you play the game at a normal pace, you dont have to worry about it.

But if you go and down zomg all the side missions, find all the Daedra Artifacts... and complete alot of the faction quests (mages guild in particular) You tend to get rewards at the end that are pretty friggin sweet.

The game is balanced, but once you put effort into the game, you can EASILY unbalance it.

I dont like the fact that they level. So I downloaded Obscuros Oblivion Overhaul. It means that it places weak as well as strong enemies around the place. For example, bandits no longer walk around in GOD ARMOUR, but you can be walking around at level 2 and encounter a troll, or a pack of three THATS RIGHT THREE wolves.

Aww thats kind of cheating...
If you put the slider down to the least, then you do 6x the damage and recieve 1/6. I was 1 shotting bosses with a freakin bow (was sneaking though).
The enemies only level up every 10 levels or so, and after 5 they STOP. once you reach about 50% in the Main Story, things become insultingly easy.

I've poured countless hours (I counted, it's in the 60's) into Oblivion on the ps3. Lvling npc's are easily mistaken as the broken mechanic. It's in fact, just the middle result. The end result creating a frustratingly impossable game. Here's the problem;

It's so easy to lvl up in Oblivion, that you can outpace yourself in power. When you make your character, you naturally invest in skills you want to be good at. However, those skills are what earn you level ups. Fight with swords, get beat on in your armor, mix potions, pick locks, etc etc; if you invested in them because you intended to use them to effect, you'll level extreemly fast just roaming.

As your threat rises, the challenge and equipment of foes then do too. However, you can't keep pace with your initial character, and the threat of the surroundings. The only sound alternitive (aside from tweeking with the difficulty bar) is to use skills you did NOT invest in to gain in power without leveling up.

So, at lvl 10, your character has equipment of a lvl 5'ish character (with an exception or two). The enemies are all twice your better, forcing you to lean heavily on those skills that are secretly killing you. You lvl faster, the enemies get stronger, and suddenly each fight is a battle for your life. Your attention is drawn to the leveling monsters and NPC's, and forgets about the underlying problem.

I remade a new character in Oblivion. She invested in skills that are HARD to level up. The adventuring skills like Jumping and running. Heavy armor AND light. Only one would be used with any frequency. Etc etc, you get the idea. I was then allowed to train up the swords/weapons skills, and alchemy, and other skills I wanted to use with regularity because I found them fun. It was a slow process at first. Daunting not being that good at some things. But as the game progressed, I found myself challenged, and able to meet the challenge.

The mechanic is flawed. It's not a perfect game. But because of how you grow in power, different players experiance the game differently.

Also I remember on my first play through after becoming champion of the arena much later on at a high lvl coming back to do a fight vs three mountain lions which PWN'd my ass in seconds. I mean WTF is that about? I was leader of all factions but I guess that means nothing when a big kitty cat can out DMG me.
My 2nd play through I knew that I needed to max everything and stay a low lvl. I beat the game being on lvl 3. I have heard others doing it on level 1. Bad game design period.

Why do people keep saying with a leveling system like Oblivions you can go anywhere. In Marrowind I can go anywhere too. I just have to be more skillful with it. Also, if i just don't lvl how come town guards don't complete the main mission for me?

I didn't mind levelled enemies... levelled quest rewards pissed me off.

I have it on the PC and the 360.. beaten it on both.. on the PC I always use S.P.A.M., and Levelled Quest Rewards. those are my 2 essential addons.. they basically change way the levelling system works, and it lets me complete quests at lower levels and not be screwed out of the better items in the game

The biggest issue with the idea of NPC's leveling up with you is that it defeats the point of leveling up in the first place (normally you are required to level up in RPG's as a means of meeting the demands of increasingly powerful enemies).

It is widely known that Oblivion can be completed by playing the entire game at level 1 (which means that any major encounters are somewhat anti-climactic when the big bad villain of the land has nout for his defence but a skinned animal and a well used piece of silverware), there is in fact little in the way of reward for leveling up (besides increased stats and newer abilities, these would be ample rewards if the enemies weren't increased at the same rate thus making your new found powers completely pointless).

I wish the levelled enemies were limited to the main quest line. That way, you can complete the story at your leisure, but beyond that you really gotta watch where you step.

The way Bethesda did it in Fallout 3 is kind of a hybrid system. It does feature a level-progression system for its NPC's. However, I think the game is more fair about it than oblivion because not all areas are as safe as others. If you walk around Old Olney or anywhere in the north as a low level character, you can expect to get destroyed pretty easily. Other areas, such as around Vault 101 and Megaton, are relatively safe. It doesn't rely totally on level progression to keep things challenging, it has to do with where you are in the world. Also, I've found that as a very high level character, even though the game's enemies are very strong, you can still defeat them without too much trouble because by then your combat stats and gear are all very good. However, if you mess around or are ambushed by several deathclaws, they can still defeat you quickly. In other words, they are still a challange without being over the top.

I dislike leveled enemies, and it's actually somewhat new to the Elder Scroll series. Morrowind had enemies at set-levels, which means if you wandered into the wrong cave at level 5, you were about to get your ass munched on by some daedric monsters. But if you went back to that same cave at level 30, you could inflict a world of hurt on those creatures. I liked that. I could really see my character grow, I felt like I'd become more powerful, whereas in Oblivion I seemed to become less powerful as I gained levels. The way Oblivion worked, you needed to pick skills you didn't use as your major skills, or the monsters would quickly become more powerful than you. And that's counter-intuitive and just dumb.

My real criticism (and my only real criticism to this shining example of an RPG) was that the levelling destroyed immersion. Nothing says forced difficulty like highwaymen and thieves with priceless glass armor and powerfully crafted weapons.

Difficulty slider, now stop crying.
I usually slide it a tiny bit to the left so I retain an edge. it is there, learn it. I really get tired of the bitching about the leveling system. Now if you want to actually discuss how you dislike it fine, but bitching is different, and is what you are doing.

well .. i'm a stealth alchemist so with all the powerful damage multiplyers i can create out of practically nothing and stealth bonuses then even at maximum level i had no problems flattening every enemy i came across

... i kinda wanna play barbarian now or something just to see what u mean

all i can say is dont level EVERY bloody chance u get ... my stats were almost at expert b4 i even decided to get to level 3

it's not about leveling fast .. it's about leveling smart

In later levels(20+) I actually found all enemies quite easy and never really had any problems.
