If you are taking food, water, medical or other supplies absolutely needed to survive during/after a disaster then it is alright. If you are stealing LCD tvs or other luxury items just because you see it as a prime opportunity to get what you couldn't afford or take and sell later then I believe you should be arrested just like any other theft. Same thing if you take the food water and other supplies and try to sell them to other victims because then you are no better than shit in my opinion.
