The most primal answer is that seeing breasts, seeing that clear cleavage, watching that flesh roll or bounce tickles some part of my brain that I

The going anthropological hypothesis is that the sag of breasts is used by the male brain to assess the breedability of a woman. Less sag equates to youth, ergo fertility, hence is more attractive. Note that larger breasts only exaggerate this assessment.[footnote]Of course, in this day and age, we have many technological innovations that shift this around, and help women appear younger, longer, from padded and push-up bras to implants.[/footnote][footnote]Interestingly, this is the basis on which we believe far-northerners (such as Scandinavians) have evolved blond hair. In an environment where the primary fertility indicator is covered up due to the need to protect from cold clime with heavy clothes, a secondary indicator became necessary, ergo the angelic (Anglo) golden locks. My mom and aunts, all of Swedish / German descent all lost their blond locks to brown after their first child. And this is evidently a common phenomenon (though, again, changeable by technological intervention).[/footnote]
My understanding is that America's obsession with monster mammaries is particular to the US, and that women in western Europe are less pressured to be or appear so busty.[footnote]Note the Victorian age when large mams were associated with nannies and wet nurses, and that women of gentle birth were advised to
nurse puppies post partum to maintain their modest endowments.[/footnote] (Those who are actually on that side of the pond, please confirm or correct: are we ridiculously obsessed with the bosoms, comparably?) My own hypothesis is that we've been advised to wean children early since the early 20th century.[footnote]Babies were taken off breastmilk no later than six months, when they naturally want to nurse to around two years (sometimes more than four).[/footnote] And that we're all still fixating on mama. Note also, conservative American media freaks out about nipple exposures in public or in media (pushing movie ratings from PG-13 to R), and getting rockstars shunned due to costume malfunctions. So our obsession with the ta-tas could be related to our overt fear of sexuality.

Sociological studies have many times confirmed: the only true prerequisite for you being sexually attractive is a reasonable degree of health. (This goes for men, too.) If you're healthy enough to function day to day, you are hot.
