I see what your saying, and if you look at it in the way that the producers and developers are withholding material with the sole intent of marking up the price, then it makes perfect sense to be pissed off at it. Games are expensive enough as it is (though, I could argue that their relative price has been going down over the years...). However, I've always looked at it in a slightly different light: all content that is released but not as part of the actual game could basically have never been made (or announced to have existed) and no one would have cared that the content didn't exist.
The moment such content is announced prior to the games release (or even after at times), people get in an uproar over its mere existence separate from the game. While this is understandable in my eyes in some, or even most, cases, it instills a sense of entitlement from the gaming community as a whole to me. I honestly feel it is the developers game they are making, and when I buy it I accept that the game is whole as purchased, and DLC are solely additions added on top of the package to make it more than it was.
When they withhold content that should have been there, and was released as an obvious cash grab, then yeah it pisses me off. And when its the producer making that decision, the entire state of mind comes crashing down.
OT: As for the figurines in question, seeing as how Bioware/EA hasn't been advertising these figurines all that much and that this just doesn't feel like Bioware, I get the feeling that the DLC will be very low key. Cash grab? Maybe, but if what I just guessed is true, I doubt that EA will make very much money on it through their licensing fees. I at least hope this is EA's decision and not Bioware's. I certainly wont be buying these though.
